ANALISIS MANAJEMEN ARSIP DALAM PENGELOLAAN ARSIP KEUANGAN MELALUI APLIKASI “SEKAR” DI BADAN PUSAT STATISTIK (BPS) KOTA SURABAYA

Abstrak

Memasuki era yang serba digital, pengelolaan arsip keuangan membutuhkan sistem yang mampu meningkatkan efisiensi dan aksesibilitas. Penelitian ini bertujuan untuk menganalisis pengelolaan arsip keuangan melalui aplikasi SEKAR di Badan Pusat Statistik (BPS) Kota Surabaya dengan menggunakan teori nilai guna arsip oleh Theodore R. Schellenberg. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan kajian literatur. Hasil penelitian menunjukkan peran penting nilai guna arsip dalam menentukan status arsip disetiap tahap hidupnya, mulai dari penciptaan hingga penyusutan, sehingga memudahkan untuk mengambil tindakan arsip tersebut layak disimpan atau dimusnahkan. Sedangkan aplikasi SEKAR berperan sebagai alat untuk mencatat dan menyimpan daftar arsip secara digital dan memudahkan penelusuran sewaktu-waktu. Kesimpulannya, nilai guna arsip membantu mengategorikan status arsip dan aplikasi SEKAR mampu meningkatkan efisiensi pengelolaan arsip, meski masih memerlukan pengembangan lebih lanjut untuk mendukung pengelolaan arsip secara keseluruhan.

Entering the digital era, financial archive management requires a system that can improve efficiency and accessibility. This study aims to analyze the management of financial archives through the SEKAR application at the Central Statistics Agency (BPS) of Surabaya City using the theory of archive utility by Theodore R. Schellenberg. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and literature reviews. The results of the study show the important role of archive utility in determining the status of archives at every stage of their life, from creation to depreciation, making it easier to take action on whether the archive is worthy of being stored or destroyed. Meanwhile, the SEKAR application acts as a tool to record and store archive lists digitally and facilitates retrieval at any time. In conclusion, the archive utility helps categorize archive status and the SEKAR application is able to improve the efficiency of archive management, although it still requires further development to support overall archive management.
