POLITIK REPRESENTASI DALAM KEBIJAKAN BEASISWA DAERAH: ANALISIS WACANA PROGRAM BEASISWA CINTA BERGEMA KABUPATEN JEMBER

Abstrak

Penelitian ini bertujuan menganalisis representasi masalah pendidikan dalam kebijakan Program Beasiswa Cinta Bergema Kabupaten Jember menggunakan pendekatan What’s the Problem Represented to be? (WPR) dari Carol Bacchi. Penelitian ini dilatarbelakangi oleh meningkatnya intervensi pemerintah daerah dalam sektor pendidikan melalui program beasiswa yang tidak hanya berfungsi sebagai instrumen pemerataan akses pendidikan, tetapi juga berpotensi menjadi arena produksi wacana politik dan legitimasi kekuasaan. Metode penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Data diperoleh melalui wawancara, dokumentasi kebijakan, dan analisis terhadap petunjuk teknis Beasiswa Cinta Bergema. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten Jember merepresentasikan masalah pendidikan terutama sebagai persoalan keterbatasan ekonomi masyarakat dalam mengakses pendidikan tinggi. Namun, representasi tersebut tidak sepenuhnya netral karena juga memuat dimensi simbolik dan identitas sosial-keagamaan tertentu melalui jalur afirmasi santri dan penghafal Al-Qur’an. Kebijakan ini memperlihatkan kecenderungan personalistik karena sangat dipengaruhi oleh preferensi dan citra politik kepala daerah. Dalam perspektif WPR, kebijakan tidak hanya menyelesaikan masalah pendidikan, tetapi juga memproduksi kategori sosial, menentukan kelompok yang dianggap prioritas, dan membentuk legitimasi politik pemerintah daerah. Penelitian ini menyimpulkan bahwa Beasiswa Cinta Bergema belum sepenuhnya terintegrasi dengan kebutuhan strategis pembangunan sumber daya manusia Kabupaten Jember dalam jangka panjang. Oleh sebab itu, diperlukan desain kebijakan beasiswa yang lebih inklusif, berbasis kebutuhan pembangunan daerah, serta tidak terlalu bergantung pada simbolisasi politik identitas.

This study aims to analyze the representation of educational problems in the Cinta Bergema Scholarship Program policy in Jember Regency using Carol Bacchi’s What’s the Problem Represented to be? (WPR) approach. The study is motivated by the increasing intervention of local governments in the education sector through scholarship programs that function not only as instruments for expanding educational access but also as arenas for political discourse production and power legitimization. This research employed a qualitative approach with a case study design. Data were collected through interviews, policy documentation, and analysis of the scholarship technical guidelines. The findings indicate that the Government of Jember Regency represents educational problems primarily as issues of economic limitations in accessing higher education. However, this representation is not entirely neutral as it also contains symbolic dimensions and socio-religious identity preferences through scholarship pathways for Islamic boarding school students and Qur’an memorizers. The policy demonstrates personalistic tendencies because it is strongly influenced by the political preferences and image-building of the regional leader. From the WPR perspective, the policy not only addresses educational problems but also produces social categories, determines priority groups, and constructs political legitimacy for the local government. This study concludes that the Cinta Bergema Scholarship Program has not been fully integrated with the strategic needs of long-term human resource development in Jember Regency. Therefore, a more inclusive scholarship policy design is needed, one that is aligned with regional development priorities and less dependent on political identity symbolism.
