ANALISIS KAPASITAS PEMERINTAHAN DESA CIMARI, KABUPATEN CIAMIS DALAM IMPLEMENTASI SISTEM E-OFFICE: TINJAUAN INFRASTRUKTUR, SDM, DAN ANGGARAN

Transformasi digital di tingkat desa menjadi bagian penting dalam mewujudkan pelayanan publik yang lebih efektif dan transparan. Desa Cimari, sebagai salah satu desa yang tengah berproses menuju digitalisasi, mulai menerapkan sistem e-Office untuk mendukung administrasi dan layanan masyarakat. Penelitian ini bertujuan untuk menganalisis kapasitas Desa Cimari dalam menerapkan e-Office berdasarkan tiga indikator utama: infrastruktur, kompetensi aparatur, dan dukungan anggaran. Metode yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara, dan studi pustaka. Hasil penelitian menunjukkan bahwa infrastruktur dan pendanaan telah tersedia cukup baik, namun masih terdapat kendala dalam pemerataan akses internet antar dusun serta ketimpangan kompetensi aparatur desa. Beberapa perangkat masih merangkap tugas karena keterbatasan SDM yang menguasai teknologi informasi. Kesimpulannya, penerapan e-Office di Desa Cimari sudah berjalan cukup baik dari sisi fasilitas dan anggaran, namun masih memerlukan penguatan kompetensi SDM serta penataan peran agar pelayanan digital dapat berjalan secara maksimal dan berkelanjutan.
Digital transformation at the village level is an important part of realizing more effective and transparent public services. Cimari Village, as one of the villages in the process of digitalization, has started to implement an e-Office system to support administration and community services. This study aims to analyze the capacity of Cimari Village in implementing e-Office based on three main indicators: infrastructure, apparatus competence, and budget support. The method used is descriptive qualitative, with data collection techniques through observation, interviews, and literature study. The results show that infrastructure and funding are available quite well, but there are still obstacles in equal distribution of internet access between hamlets and inequality in the competence of village officials. Some officials are still concurrently assigned due to limited human resources who master information technology. In conclusion, the implementation of e-Office in Cimari Village has been running quite well in terms of facilities and budget, but still requires strengthening the competence of human resources and structuring roles so that digital services can run optimally and sustainably.
