Penelitian ini bertujuan untuk memahami efektivitas implementasi reformasi birokrasi di tingkat desa, khususnya dalam konteks Desa Sukadana, serta bagaimana peraturan terkait di tingkat nasional telah diterapkan dan dipahami oleh aparat desa. Reformasi birokrasi yang dilaksanakan mengacu pada berbagai kebijakan, seperti Undang-Undang Nomor 6 Tahun 2014 tentang Desa, serta berbagai peraturan yang diatur dalam Permenpan RB Nomor 25 Tahun 2020 yang mengedepankan prinsip efisiensi, akuntabilitas, dan transparansi. Studi ini menggunakan metode kualitatif dengan observasi dan wawancara untuk mendapatkan pemahaman mendalam mengenai pelaksanaan reformasi birokrasi di tingkat desa. Hasil penelitian menunjukkan bahwa masih terdapat berbagai permasalahan administratif, seperti ketidaktransparanan informasi penerima bantuan langsung tunai (BLT), monopoli pengadaan barang dan jasa oleh kepala desa, serta kurangnya pelibatan masyarakat kritis dalam musyawarah desa. Selain itu, keterbatasan pemahaman staf desa terhadap regulasi yang ada menjadi tantangan dalam implementasi reformasi birokrasi secara optimal. Melalui sosialisasi dan pemahaman mendalam tentang regulasi yang relevan, aparat desa mulai menyadari pentingnya pengelolaan administrasi yang transparan dan akuntabel. Studi ini merekomendasikan peningkatan kapasitas aparat desa dan pelibatan masyarakat dalam proses pengambilan keputusan untuk mendukung terciptanya tata kelola pemerintahan yang lebih baik di tingkat desa.
Abstract This study aims to understand the effectiveness of the implementation of bureaucratic reform at the village level, especially in the context of Sukadana Village, and how related regulations at the national level have been implemented and understood by village officials. The bureaucratic reform that is implemented refers to various policies, such as Law Number 6 of 2014 concerning Villages, as well as various regulations stipulated in Permenpan RB Number 25 of 2020 which prioritize the principles of efficiency, accountability, and transparency. This study uses qualitative methods with observation and interviews to gain an in-depth understanding of the implementation of bureaucratic reform at the village level. The results of the study indicate that there are still various administrative problems, such as the lack of transparency of information on recipients of direct cash assistance (BLT), monopoly on procurement of goods and services by village heads, and lack of critical involvement of the community in village deliberations. In addition, the limited understanding of village staff regarding existing regulations is a challenge in the optimal implementation of bureaucratic reform. Through socialization and in-depth understanding of relevant regulations, village officials began to realize the importance of transparent and accountable administrative management. This study recommends increasing the capacity of village officials and involving the community in the decision-making process to support the creation of better governance at the village level.
