PELAYANAN INKLUSIF BAGI PENYANDANG DISABILITAS DI KECAMATAN SEPATAN KABUPATEN TANGERANG

Penelitian ini bertujuan untuk menggambarkan pelaksanaan pelayanan publik inklusif bagi penyandang disabilitas di Kecamatan Sepatan, khususnya dalam mengidentifikasi kendala komunikasi antara petugas pelayanan dan penyandang disabilitas sensorik seperti tunarungu. Metode yang digunakan adalah kualitatif deskriptif dengan instrumen penelitian berupa wawancara terhadap tiga informan utama: Camat, Kepala Bidang Pelayanan, dan perwakilan masyarakat penyandang disabilitas. Hasil penelitian menunjukkan bahwa Kecamatan Sepatan telah menerapkan pelayanan inklusif dengan memberikan perlakuan khusus, seperti prioritas tanpa antri bagi penyandang disabilitas, serta menyediakan fasilitas pendukung seperti jalur kursi roda dan toilet khusus. Namun, masih terdapat kendala signifikan, terutama minimnya kemampuan staf dalam bahasa isyarat, kurangnya sosialisasi, dan keterbatasan anggaran yang menghambat optimalisasi pelayanan. Implikasi dari penelitian ini menekankan perlunya peningkatan pelatihan bahasa isyarat bagi petugas, peningkatan sosialisasi, dan penambahan fasilitas agar pelayanan inklusif dapat berjalan lebih efektif dan mandiri bagi penyandang disabilitas di Kecamatan Sepatan.
This study aims to describe the implementation of inclusive public services for people with disabilities in Sepatan District, especially in identifying communication barriers between service officers and people with sensory disabilities such as hearing impairments. The method used is descriptive qualitative with research instruments in the form of interviews with three main informants: the Sub-district Head, Head of Service Division, and representatives of the community with disabilities. The results of the study indicate that Sepatan District has implemented inclusive services by providing special treatment, such as priority without queuing for people with disabilities, as well as providing supporting facilities such as wheelchair lanes and special toilets. However, there are still significant obstacles, especially the lack of staff skills in sign language, lack of socialization, and budget constraints that hinder the optimization of services. The implications of this study emphasize the need to improve sign language training for officers, improve socialization, and add facilities so that inclusive services can run more effectively and independently for people with disabilities in Sepatan District.
