PELAYANAN DAN PENGELOLAAN SAMPAH DAN LINGKUNGAN DI KAMPUNG GEMAS IMPLAN KELURAHAN GANDASARI KOTA TANGERANG

Pelayanan publik di bidang pengelolaan sampah dan lingkungan memiliki peranan strategis dalam menjaga kelestarian lingkungan, meningkatkan derajat kesehatan masyarakat, serta mendukung terwujudnya pembangunan yang berkelanjutan. Kampung GEMAS IMPLAN di Kelurahan Gandasari, Kota Tangerang, merupakan salah satu bentuk gerakan masyarakat yang mengembangkan pengelolaan sampah berbasis partisipasi warga melalui kegiatan pemilahan sampah, pengelolaan bank sampah, edukasi kepedulian lingkungan, serta aktivitas kebersihan kawasan. Penelitian ini bertujuan untuk mengkaji mutu pelayanan serta sistem pengelolaan sampah dan lingkungan yang diterapkan di Kampung GEMAS IMPLAN dengan mengacu pada konsep kualitas pelayanan publik dan prinsip pengelolaan lingkungan berkelanjutan. Pendekatan yang digunakan adalah metode deskriptif kualitatif dengan teknik studi literatur terhadap peraturan perundang-undangan, artikel ilmiah, serta dokumen kebijakan terkait. Proses analisis dilakukan menggunakan lima indikator SERVQUAL, meliputi keandalan (reliability), daya tanggap (responsiveness), jaminan (assurance), empati (empathy), dan bukti fisik (tangibles). Hasil analisis menunjukkan bahwa implementasi pelayanan pengelolaan sampah relatif berjalan efektif, tercermin dari partisipasi aktif masyarakat, keberlangsungan program lingkungan, serta tersedianya fasilitas dasar pendukung kegiatan. Meskipun demikian, masih ditemukan beberapa hambatan, seperti keterbatasan fasilitas, kualitas dan jumlah sumber daya manusia, serta kesinambungan pembinaan program. Dengan demikian, diperlukan upaya penguatan sarana dan prasarana, peningkatan kapasitas kelembagaan masyarakat, serta kolaborasi yang lebih intensif antara pemerintah daerah dan komunitas lokal agar pelayanan pengelolaan sampah dan lingkungan dapat berlangsung secara optimal, berkelanjutan, dan memberikan manfaat nyata bagi kesejahteraan masyarakat
Public services in the field of waste and environmental management have a strategic role in maintaining environmental sustainability, improving public health, and supporting the realization of sustainable development. The GEMAS IMPLAN Village in Gandasari Village, Tangerang City, is a form of community movement that develops waste management based on citizen participation through waste sorting activities, waste bank management, environmental awareness education, and area cleaning activities. This study aims to examine the quality of services and waste and environmental management systems implemented in the GEMAS IMPLAN Village by referring to the concept of public service quality and the principles of sustainable environmental management. The approach used is a qualitative descriptive method with literature study techniques on laws and regulations, scientific articles, and related policy documents. The analysis process was carried out using five SERVQUAL indicators, including reliability, responsiveness, assurance, empathy, and tangibles. The results of the analysis indicate that the implementation of waste management services is relatively effective, reflected in active community participation, the sustainability of environmental programs, and the availability of basic facilities to support activities. However, several obstacles remain, such as limited facilities, the quality and quantity of human resources, and the continuity of program development. Therefore, efforts are needed to strengthen facilities and infrastructure, increase the capacity of community institutions, and foster more intensive collaboration between local governments and local communities to ensure optimal, sustainable waste and environmental management services and provide tangible benefits to community well-being
